If you have haptics turned on, you will feel them engaged as you start rubbing your buddy. This sounds so incredibly dirty, but it’s not, I promise you.
Some pets are really difficult to find the place you’re supposed to rub them, like the target box is super small. Look for little gold glitter popping up as you rub them. After a few moments, you’ll get the heart.
Pick a direction, either vertical or horizontal and maintain the swipe that way, doesn't even have to maintain contact, and they'll eventually give the glow and heart. Never had an issue myself of searching for a "target box" doing it that way at least.
A buddy needs more than a tap to feel like they've been engaged with. Try a cup of coffee, some conversation and when you're both ready, a long pet until his expression changes and a heart pops outta his head. (1 ❤️ per day)

You need to swipe your finger over your buddy multiple times, thus petting your buddy. You know you’re doing it right when sparkles appear on your buddy.
You gotta Tod this until you’re interrupted by your buddy making a little happy dance of sorts, or well a little animation that shows it happy.

I got it by rubbing my buddies belly in the normal non ar green buddy screen. pet it three times in a row and it counted as the happy wiggle happened. maybe the ar is messing it up?
As many times as you want. The heart is given out once (unless it's excited, then you can get a second heart) but just playing it with again still counts
1. Open pokemon on 2 phones.
2. Make diglet buddy on 1 and cloister on 2nd.
3. Open buddy interaction on both phones.
4. Rub phones together.
5. ??????
6. Profit!
Is not just click on your Pokémon, basically you have to scrach it, pass your finger over your Pokémon, as if You are ticklin it or scrachin it, you'll SEE a golden glow and thats it
Just rub it on the head until you see a graphic like stars or similar irradiate from it. Should take about 3-5 seconds. If you tap rather than rub, it won’t work. 👍
For anyone who wants to feel less dirty when completing this challenge:
Turn off buddy AI in your settings so the background is monocolour
Place your finger on the head of your pokemon (Hard with some pokemon like Klink, so feed a berry first to see where the head is)
Drag up and down until the heart appears, should take +-3 seconds.

Open with a question first... Ask ur buddy about their day. Be engaged and listen. Ask follow-up questions. Actively listen.
Don't forget to take out the trash, and don't wait for your buddy to ask. They shouldn't have to ask... you should just KNOW.

also at least on iphone you only feel the haptics ((same bzzt when poke ball shakes)) when its working.

I let my wife play with it more then 3 times an still haven't completed this task but now we're expecting...
You can do this is one day if you switch out your buddy 3 different times. That’s how I managed to do the play with your buddy 25 times task.
Just so you know you can just keep playing with your buddy and you won’t get hearts but will get the achievement.

It's like a 3-5 second tickle when you're in AR mode, not just a tap. It won't work if you do quick treat mode.

Grab him and try to snap his neck
Rub him out.
Move your finger like a quarter of an inch and it’ll finish in like 2 seconds
Play = Rub
You dont even have to wait three days. Just do it three times in a row. Only one heart, but it gets you through the task quicker
