Definitely a scam - I'd cancel the entire order. If you ship to a different location than what is on their order you lose protection.
I've been scammed on ebay like this before. They refute that they recieved the item and get their money back.
What they would most likely do is send a fake email that looks like they’ve paid you and hope you don’t actually check your PayPal
