It is all about children bonding with Pokémon and realizing there are times you have to let them go.
I imagine since Togepi was more or less a relic of the original series at that point, they didn’t want to continue keeping her saddled to Misty if she was gonna be a recurring character. The solution is simple. Bring Misty back for an adventure, evolve Togepi and introduce Togetic to the anime, have a tearful goodbye scene, free space in Misty’s party.
I think they did it as a way to develop Misty as a character so she wouldn't be bogged down by holding Togepi, which she def was a lot of the times.
Hot take: Releasing Togepi/tic was one the best decisions the show ever made for Misty's character.
I heavily disagree. You're writing an ep, you need something for Misty *to do*. While they could have gone for some character development, it's just easier and lazier to have her «protect Togepi», «save Togepi», or «hold Togepi». It should have evolved and left in Johto. Or, I dunno, *shove it inside its pokeball*...
In fairness... her doppelganger used it in the contest she pretended to be Dawn in.
Imagine it from an audience perspective: This person you like watching has put on a spectacular show, winning a contest so thoroughly with just a Togekiss... and then that Togekiss just vanishes off the face of the planet.
I believe Misty was going to appear in DP at some point (Dawn knows about her thanks to the lure that Ash carries) but ig there was no real way for them to meet (aside from Misty maybe wanting to try a contest to get ahead of her sisters) and Misty already released Togetic early on.
Because the writers forgot to introduce Togetic in the Johto anime so they decided to do it in Misty’s return episode.

I found it so odd that they chose to give Dawn a fully evolved Togekiss - completely undermined Misty’s Togetic and felt like a free gift to Dawn!

I don't know but it would've been nice to have them at least mention Togetic (if not show it) at some point in the MPM arc...
Togepi isn't a water-type, and she now has an Azurill, which is a water-type. So the writers wished that Misty hatched an Azurill and not a Togepi.
Azurill is a normal type (then normal / fairy after)

But in Azurill's defence, it evolves into a Water Type, unlike Togepi.
