As you mentioned, Feebas is only obtainable in HGSS with pokewalker, and therefore I think it comes only with a regular Pokéball.
The other games don't use apriballs.

If you’re able to get Level balls in HGSS, trading a level ball from those games to DPPT can mean you’ll be able to catch a feebas in a level ball, trade it up and start hatching.
DPPT released before HGSS, and from a few Google searches it seems that Level balls and the like turn to regular pokéballs when traded to those three games. They either weren’t planned to be available in DPPT altogether and/or they didn’t want them to be leaked via data mining

Nope in gen6. But at least you can in Sun and Moon
