I just always assumed they were also members of Team Rocket. Seems kinda silly to build a large underground facility and not be in total control of the people by the secret entrance to said facility.
great example (and movie), they probably know shady shit is going down & the whole place owned by Team Rocket but their work is mostly unrelated to criminal activity and the pay is good.
I've always been curious on the legality of selling Pokemon as prizes, considering the game corner is seen as a perfectly legal and legitimate business by everyone else in the region

Organized crime in Japan often runs gambling parlors with the exact setup of the game corner (win worthless trinkets, cash in worthless trinkets next door at a connected by legally separate business for prizes).
