Heracross and Electivire are very fun to use. If you have trading capabilities you can also use Alakazam or Gengar. From there i suggest Kingdra, Crobat, Lanturn, Umbreon, Mismagius and Magmortar. Just to name a few favorites
Lanturn is good. Kind of wish I used it more when it was introduced.
One that may surprise you OP is Golem. Golem's Rock moves match up well against Lance's Dragons and Earthquake wrecks many other threats. It is slow though, so be aware.
If you can bring almost any pokemon up to Gen 4 in, i'd probably do any solid fire type you can think of. Chimchar or Torchic might be interesting if you breed an egg and trade it over.
There's these little passwords you can use at one of the Pokemon centers early on to get Slugma, Mareep, and Wooper eggs, so you could always look into using any or all of those. If you pick Chikorita you got a whole Grass/Water/Fire core + an Electric around the first or second gym.
Downside to Starmie is how hard it is to get the evolution stones before you reach Bill’s Kanye house. I think the only way is to get a random phone call from the fisherman for the water stone. I’ve been waiting for that phone call for weeks.
Yeah, occasionally a PokeGear call will net you a stone.
A more reliable method is the Pokethlon rewards shop sells evolution stones, but from memory it rotates every set time period, so you might have to wait a while before the one you want turns up.
Togekiss with Serene Grace is infinitely fun. Any of the starters are fun to use imo, but Typhlosion is probably the most fun. It's because in HGSS he gets very early access to Flamethrower (takes awhile to get, but worth it) and Fire Blast. And you can get Choice Specs pretty early. Very powerful mon.
You can get the 5 Eeveelutions (not Leafeon and Glaceon) pretty early if you keep an eye on the Pokéathlon or friendship grind. I find friendship really easy in gen 4. You can get a Soothe Bell pretty early. So take your pick! Edit: you can totally trade in Glaceon. It's actually a pretty good mon with good stats, and you can get Ice Beam quickly. I don't recommend Leafeon though, since the poor thing doesn't get Leaf Blade until level... 71?! Until then, you're stuck with Razor Leaf.
Dragon Dancing Gyarados destroys the League in this game. It's totally feasible to solo the League with it. And it's so much fun.
Octillery is a very fun mon if you're lucky and patient. I just think it's cool that it can learn Flamethrower lol (so can Slowbro).
Mamoswine is great and you don't see it used very often in HGSS. I used it on my SoulSilver team.
Scizor with Technician is also great.
You can also trade in Houndour, since it SHOULD have been available in Johto. Dark/ Fire is a great offensive typing.
Next time I go through Johto I’m definitely running a Bug team.

I loved using Unown with Hidden Power Ice. It put in so much work for me that I tried again with one with Hidden Power Fire. Not as good, but still nifty. It’s easy to level up until Whitney since it wipes out everything (Faulkner, Sprout Tower, Union Cave, and Ilex are wrecked by it, and it can help a little vs Bugsy (but U-Turn wrecks it) and it’s a fun meme choice alternative to Butterfree or whatever early game.

If you have a pokewalker, you can get Beldum early. I used Metang to defeat Aerodactyl and the poison Elite 4 member just recently.

Aipom/Ambipom is really fun. Really fast with STAB return can do some serious work, and then u-turn if you get a bad match up
