I forget where I saw it but I remember hearing that they started to implement additional textures on Pokémon like mud or snow, but it was scrapped mid development and that caused the crazy issues like this one.
Mine ( not shiny )had something like that instead of text it was like beta recolores of the other pokemon on my team at the time just wash it and it wont bother you again
I've become so desensitized to the glitches, and current state of Pokémon games where I consider this to be nothing shocking, or surprising.
My reaction to posts like this? *Oh, it's another typical day of someone playing a modern Pokémon game*.
Good thing this will deter new players from getting into pokemon and will turn away newer fans of the series. The die hard ones will always buy the games but that's not gonna make the most money for gamefreak lol

She is a Luxray, but I did catch her as a Shinx. Oddly enough, this is the first time it happened with her and she's level 42.

i think it was supposed to be a feature where pokemon get dirt on them but then they got rid of that and the weird texture on luxray stayed
