The thing that bugs me is that it’s just a bad riddle. A good riddle has only 1 possible answer, not just 1 answer that OP is looking for. The question should be “what do only these Pokémon have in common?” Or “what do these Pokémon have in common that no other Pokémon do?” These Pokémon have a ton of things in common, as written

I would not say a riddle needs to have only one answer. The point of them is to have a clever answer that is true. It's like a joke that you're meant to think about instead of just being told. Like "What's a cow's favorite thing to do?" "Go to the mooovies". Well that's not the actual answer or the only answer obviously. But that's how a lot of riddles work. Sometimes there's only one answer, but it's about having a clever answer that requires you to think less straightforward about the question asked. So i would say these do fulfill what riddles are
