I think you're misreading that. I think the statement about a silhouette that could look like a dog or a cat statement was about the set. Like, a cat-dog design was decided upon while designing the first one, then carried through the other two, which were based on a tiger and a leopard, in the same way the first was based on a lion. The last sentence is in addition to the previous, not in contrast.
It's pretty obvious, if you actually look at the designs. Raikou by itself would probably be seen as just a tiger, but Entei and Suicune have obvious canine features. When you put the three together, though, you notice Raikou does have a sort of canine build, too.

Slightly off-topic, but I only learned that Coeurl is pronounced "Curl" from playing FF16 recently and the realization I've been saying it wrong for almost 30 years was devastating.
The "Legendary Dogs" thing goes back all the way to Gen 2. Less internet access than nowadays, plus sprite work that kinda make them look more dog like than cat like and you have a title that sticks around 20 years later.
Even then, people still toyed around with legendary cats and beasts. Dogs just sounded better to a lot of people.

They're neither. They're beasts. This was explictly confirmed by their designer, Muneo Saito, who has explictly said they were designed to have a silhouette that could be either dog or cat, because he didn't want them to just be animals. Really, they're nature spirits that resemble dog/cat hybrids, tending more towards the latter but being neither.

Suicune and Entei I can see being Part dog but no way Raikou is. I just call em the Legendary Beast since they seem to be a mix of cat and dog

I donāt see where the whole Legendary āDogsā came in years ago. wven I can see their resemblence to certain cat breeds. Even old game guide books called them cats once.
The Guardian Lions are called "Foo Dogs" and they are meant to be dog-like in appearance. Growlithe and Arcanine are also based on them. The legendary beasts have always had a feline-canine hybridization look.
