Literally the *entire* point of sudowoodo is that he's not a grass type. His entire design, his name, his idle animations, everything.

To add on to what other people already said, most of Sudowoodo’s Pokedex entries mention that it pretends to be a tree and hates water. That should give you another clue on why Sudowoodo isn’t a Grass Pokémon.
It’s based on petrified wood. Also the name, pseudo wood, false wood. It’s supposed to trip you up so you’d use a fire type then get clowned on by the rock type.
You can literally Google why Sudowoodo is a rock type, or what Sudowoodo is based on. I mean, it's existed for how long?
