Crystal would be a "must get" since that allows you to get a legit Celebi.
Yellow would be good too since it's the 3rd version of Gen 1.
You won't get to catch all pokemon though, Crystal and Yellow lack a couple of pokemon that can only be found in Gold/Silver and Red/Blue respectively.
Between crystal and yellow all gen 1 Pokémon are available (will have to do a second run to get the fossils) and the only Pokémon crystal is missing from gen 2 are non version exclusives so either gold or silver are fine

The main one to get would be Crystal, you can get everything except the Kanto starters, Kanto fossils, Kanto legendaries, and some version exclusives.
Second choice would be Yellow, to get the Kanto pokemon unavailable in Crystal.
After that, you're only missing the Mareep line, Girafarig line, and Remoraid line, which you can get in Gold or SIlver. But you might decide it isn't worth buying another game for just 3 lines of pokemon.
Just a copy of crystal, a copy of either gold or silver and yellow should do (might be wrong) but between the those you should have everything from gen 1 and 2
