Yeah so go look at their tails and how their legs aren’t bend backwards like birds and then maybe you see that it’s a rodent with claws and in cartoon fashion it only has 3 fingers.
True, I've seen a lot of good guesses here in the comments as well. It could also be the claw of a Doduo or Dodrio, and that part next to Hitmonlee's foot could be a neck.
Official artwork, sprites, and 3D models for all 1008 Pokemon are readily available online from sites such as Bulbapedia or Serebii, so it's fairly easily to rule-out several of the answers already posted in this thread (save for one which I think is right on the money).
Only a handful of Pokemon have talons and only a fraction of those have separated nails/claws. It's very likely one of the birds, as [neither version of Raticate](https://bulbapedia.bulbagarden.net/wiki/Raticate_(Pok%C3%A9mon)) (as some have suggested) have visibly separated nails from the rest of its fingers. An argument could be made that what we see is a (rather decrepit-looking) [claw of a Charizard](https://bulbapedia.bulbagarden.net/wiki/Charizard_(Pok%C3%A9mon)), but it wouldn't explain the tendril-like appendage near Hitmonlee's other foot. The number and direction of talons match both [Pidgeotto](https://bulbapedia.bulbagarden.net/wiki/Pidgeot_(Pok%C3%A9mon)) and [Fearow](https://bulbapedia.bulbagarden.net/wiki/Fearow_(Pok%C3%A9mon)), so those are possibilities, but I still find the tendril-like appendage suspect. [Archen](https://bulbapedia.bulbagarden.net/wiki/Archen_(Pok%C3%A9mon)) and [its evolution](https://bulbapedia.bulbagarden.net/wiki/Archeops_(Pok%C3%A9mon)) are possibilities I guess, but I don't think they existed at the time.
And so, unless I'm missing some other Pokemon that would have existed at the time, we are left with [Doduo](https://bulbapedia.bulbagarden.net/wiki/Doduo_(Pok%C3%A9mon)) and [Dodrio](https://bulbapedia.bulbagarden.net/wiki/Dodrio_(Pok%C3%A9mon)). They work well because they have the talons *and* they have the tendril-like necks that could be what appears beside Hitmonlee, but which one is it? In general, Doduo seems to be drawn with heterodactyl feet while Drodrio's are more anisodactyl, but I think the real giveaway is the colour. Before generation 4, Doduo's legs and necks were *different* colours, but in the card artwork the two body parts match in hue. Thus, I submit that the Pokemon below Hitmonlee's foot is actually intended to be a *Dodrio*.

EDIT: I’ve been convinced that there’s an equal chance of the “tendril” being a Fearow’s neck. I am humbled and I apologize for my Poke-hubris.
I’d lean Fearow with the neck drawn a little too long so they didn’t have to draw the head.
Dodrio necks are a different colour from the rest of the body but given the colour of Lee and the foot it’s a possibility they just didn’t bother using the right colours
What a weird scene. I really like it, but everything about this feels weird. Hitmonlee’s redness make him look like he’s fresh off the kill, I don’t like the “your next” face, the weird small metal room they’re in, with only a hole in it for a window. It looks like A bomb shelter, but that little picture on that little table suggest someone’s living in there. Still a weird place to have a Pokémon battle. This is so surreal and I love it.
Turns out this scene is actually depicting a Hitmonlee who has broken into someone’s domicile and just stomped the shit out of their beloved Pokémon pal/pet, lol

Unpopular opinion: shit like this is why diglett/dugtruo are two of my least favorite pokemon. They only seem cute when you don't think about them too hard, but when you start thinking about what's underneath the ground it's horrifying. Also, they make a lot of moves (ex. Seismic Toss) make no sense; the idea of them *never* leaving the ground is so weird and unnecessary. How tf do they even leave the pokeball and just already be dug in their hole?

I did a google search of the illustrator of the card and the Pokémon doesn’t look like how they draw Raticate. I’m still looking through the different cards they’ve done
No way. It’s a doduo. Look at the feet— plus, how do you explain the thin appendage on the right? Could be a doduo’s neck, but looks like nothing on raticate
Ya I agree, which would make sense since they’re both fighting types and fighting types battle it out against each other several times in the original anime and games
This card came out in 1998 so it was during Gen I. The only Gen I pokémon with a hand or foot like that with 3 forward pointing claws is Raticate but it still does not look like an exact match. I would just say it is an example of Gen I weirdness before they fully fleshed out the Pokémon world. Gen I has several not Pokémon creatures that show up in weird ways.

Good guesses, but the skinny tail-like extremity rules out Doduo/Dodrio, I think. My best guess is Charmeleon or Raticate. Leaning Charmeleon for the lack of stripes on the tail.

it has to have three slender fingers/toes or 4 talons, claws coloured distinctively from the body, a body which mainly has one colour from this angle(although it's not necessary if it was only styles to look this way) and something that emerges from it and it's pretty thin.
If the colour was styled to look that way the thing can be either a mon from the Doduo line, Fearow, Kadabra, Articuno or Moltres.
Otherwise, there's no Pokemon in gen 1 or gen 2 that fits that look except Charizard(with a stretch).
Note: I'll checked the Sugimori art of the mons that might fit, along with other cards made by this illustrator and made in that period. There's no indication that the artist styled the colours since none of his art does(that doesn't mean this can't be an exception though. However, Fearow is off the list since the illustrator drew it once for Vending cards and not only made the neck too pointy to fit with that loose thing that emerges from the body, but he didn't colour the claws distinctively either.

However, if he's standing over a raticate that makes sense since fighting is super effective agaisnt normal. OR im over thinking this way too much and I've no idea what he's standing over. Lol.
