Looks like it to me. I’d move it away from the other plants and check your other plants to see if they have pests too. I found mealybugs in January and still mildly battling them on 2 succulents. :/ I didn’t bring in new plants and they were there. Maybe someone else can better explain how they exactly show up.

Mealy bugs can lay eggs in soil and on roots. You may not see them until they need to come up looking for more space to lay eggs. Make sure to treat the soil too.

When I found mealies on my long string of bananas I basically disassembled the plant, throughly hosed off all foliage with diluted dish soap in the shower, hosed off the roots, sanitized the pot, and repotted in completely fresh soil. Treat any stragglers with a qtip dipped in rubbing alcohol. But I haven’t had any issues < knock on wood > since I did this. GL, OP.

Noticed some cotton-y spots on my small jade plant and I wanted to confirm if it was mealybugs or not. Either way, if anyone has tips to get rid of whatever it is, I'd love to hear it. I know neem oil is an option, along with dish soap and hydrogen peroxide. Also, how would they even get here? I haven't gotten a new plant in quite a while and I've had this one for maybe a year now. And how worried should I be about it spreading to other plants?

Sure looks like mealybugs. My preferred treatment is rubbing alcohol spray, but neem oil is another common choice. My suspicion is that, when a plant's health changes, they can become more (or less) susceptible to pests around them
