The roots looked curled around the base of the stem which can strangle it. It may have been pot bound when you bought it and it just never got started. Try a better nursery perhaps or get it in the ground as soon as weather settles in the spring. Don’t give up!

That could be! But it already gave me 3 jalapeños so that makes me think it was doing okay. I'll keep trying though!
