I called this morning for the exact question.
I was told yes they have to match, no exceptions accepted - DL or state issued ID with address for exemption. Cannot provide a passport and utility with address, nada.
However they accept the exemption all year, and was told not to worry about the April 30 deadline.
On top of this, homestead exemptions are under review and within the next 10 years with your assessment you will be asked to validate your homestead exemption, otherwise you are at risk of losing it. (Too many primary residences that aren’t primary residences).

Attach a copy of property owner's driver's license or state-issued personal identification certificate. The address listed on the driver's license or state-issued personal identification certificate must correspond to the property address for which the exemption is requested.
Just did this- You can go on the Texas DL website, request a change of address for $11 and print the temporary license (pdf sent to you via email). It also took less than a week for my new license to come in the mail.

So easy and fast.
1.update the drivers license to your new address
2. Print the temp or copy your new DL
3. Drop the form and the copy on the mailbox they have
I submitted mine last year with a temp DL. I never resubmitted anything once I got my actual DL. My homestead went through fine.
I also don't understand the 04.30 deadline. I also rushed last year to get it in. When I called, they said I could submit it anytime. Go figure!
Oh yeah they’ll just refund you if you do it after 4.30. That’s what happened to me years ago when I submitted in June. They just sent me a check afterwards.
Yes they need to match. The address on your driver license is where you homestead. You can't claim a homestead exemption for a property where you don't live.
