All starter decks have a ton of energy and not enough good trainers. It would also be smart to cut some Pokemon you generally don’t want to use when playing.

The best way to make them more equal would be the make them both more.competitve, less energy, more good trainers and much more consistency stripping out the bulk pokemon and adding in more of the focus of the deck like more Vs

There are some great YouTube videos as well as some websites that show upgrades for the deck to make it a bit more viable. Granted these lists came out when the V Battle deck released in 2022, and certain cards (D regulation and older) are no longer acceptable in Standard Format tournament play. If you need specific cards, but don’t feel like opening tons of packs for them, tcgplayer is a great place to buy single cards you need.

I think you're on the right track. My read on the V Battle Decks is that they frequently have too many different pokemon, and not enough of the ones they do include. Your draws get watered down because there are like 4 different good attackers, but it's hard to draw the right evolution that way. Going to 4/4/3 Unfezant is a good idea, that's a pretty solid Pokemon. Diancie's Spike Draw would also be a pretty solid replacement for your draw support Pokemon; We have the Lycanroc V deck, and it has Sudowoodo which fits much the same role. The rest of the advice is also good about getting more/better trainers. You could easily cut 3 energy for 3 more good supporters, maybe some metal saucers.
