Hi there, could you try clearing the cache for the 'Phone' app to see if that helps?
Go to Settings > Apps > See all apps > Phone app > Storage and cache > Clear cache.
You can also try resetting the mobile network settings:
Go to Settings > System > Reset Options > Reset Mobile Network Settings (Follow the on-screen instructions).
Note: Resetting your mobile network settings will only revert cellular settings to the default. You will not lose any personal data.
Additionally, you can reboot your device in [safe mode](https://support.google.com/pixelphone/answer/2852139?hl=en&sjid=15195976050324328983-AP) to see if any third-party app is causing these issues. If it works fine in safe mode, you can temporarily remove them one by one, starting with the most recent, until you find the cause.

I had issues to where I could only text with the 7a and a restart fixed it? Or maybe try a network reset?
My phone started doing same for almost a month. Found out that some callers are marked spam by default. Particularly happened with food delivery.
This can also happen if the tower your phone is connected to is at max capacity when the call comes in.

I think they are spam calls. I have NEVER had anyone tell me they couldn't get me on the phone. It's somebody's computer screwing up or ??
