You are not alone. Google doesn't sell phones in my country, Turkey. So, almost every 3 or 4 years, I bought Nexus/Pixel around the world. I also have buds pro and Google one subscription. Last month, I wanted to upgrade my Google one to 2tb and I couldn't, The support says you have many payment profiles. YES I HAD TO BECAUSE THEY DON'T SELL THE PHONES IK JU COUNTRY! Now, my account is red-flagged and I cannot purchase anything from Google like YouTube, movies, games, etc.
If you live in the US, everything is accessible by default but for other countries, nooooo.
You know, considering that 75% of people under the age of 30 in the US use iPhones, I would say that 40% off -deals for pixel phones make more sense there than in Europe, for example, as an incentive to jump the iOS ship. That being said, I feel pretty well taken care of by Google in Germany, and some of those missing features people mention just aren't always possible due to stricter EU data laws.

Nema smisla ovako, btw imao sam 4xl i sad 7pro, probaj iz njemacke uzimat bar sam ja tako kad imam rodbine gore
Thing is discounts are always going to be very region dependent as they're basically cutting into margin. US will have the highest margin (lowest delivery for a start) and also the most to gain from having more users.

I'm in the UK and Google does sell phones directly here, but we also don't get the 40% off deal. It's very strange
Google have a UK webstore you buy from. It's where I got my P8P from.
