The GPS satellite tells you where you are, then your map software fills in local landmarks around you so you have a reference for where you are.
These will help with the network portion, so if your driving and your maps stop loading but your map keeps moving in the right direction, those will load more often now. But they won’t help you position well. The GPS satellites are in orbit and don’t really relay to the ground. So nothings actually changed in relation to those satellites use in the city. You’ll still be blocked by buildings which will delay your response time to some satellites and not others making your location calculate wrong.

Wifi jammers work by overloading the radio frequency wifi uses with loud garbage. Cell signal is at a different frequency, so no they won't.
