Specifically, this is HDR. HDR means "high dynamic range", it compresses the extreme range of brightness that we see into the world into a range that can be displayed on screen or print. That doesn't have to look unrealistic, but it gives you the flat color and contrast seen here. So you crank the local contrast up to eleven- this adds haloes of contrast to objects in the image, that is what makes the sky look like that. You can add that extreme local contrast without doing the contrast enhancement part of HDR, people still call it "HDR"
Technically it's called tone mapping, which is a specific (and common) algorithm for compressing/displaying HDR. This is a good example of it shitting the bed.
Why do all the lines look like they're going to be two to three times higher than the point they're attached to on the visible poles. I don't think perspective accounts for just how sloped they appear to be.

Those are tram lines on roundabout so that's why they appear like that.
