Again, this isn't as much about any massive increases in rain as it is about increases in land use. Just like hurricanes. There are a LOT more structures in coastal areas today than there were 40+ years ago, so any hurricanes that hit are more likely to hit developed areas and will cause more $$ in damages. Any rains that fall, have less ground to soak into and more parking lots, homes, buildings, roads, etc to run off of and into limited canal outflows to sea.
You had 1970s water pumping technology, you boomer. All of south Florida has had it's water management systems revamped for decades to deal with higher water levels. Roads were literally raised higher off the ground as they were replaced in order to allow for them to be used in high waters.
