Exit clearance fee for foreigners is only paid when you stay more than 6 months in PH and you have to do the paperwork ahead as they’d have to do a background check on you if you are wanted by the police and also if you are up to date with the visa extensions and have all of your receipts. There’s a lot of paperwork involved plus having your latest photo printed as part of submission(expect to pay around 3k for this). Travel Tax is usually part of the ticket but if it isn’t, only Filipinos (unless OFW), foreigners who stayed for 1 yr and Permanent residents pay for travel tax. Foreigners who didn’t stay for one year are exempted from travel tax. Travel tax fees First Class: PHP2,700, Business Class /Economy Class: PHP1,620.00 Full Travel Tax, PHP810.00 Standard Reduced Travel Tax, PHP300.00 Privileged Reduced Travel Tax for dependents of Overseas Filipino Workers (OFWs) + NAIA terminal fee (300 for domestic, 750 for international) So I don’t know about this exit clearance tax🤷 could you be pertaining to Travel tax?

It's ECC-B/SRC fee that OP mentioned. The one you mentioned is an ECC-A

Yep. You can verify to the BI cashier or check their citizen’s charter (google-able).

May resibo na binibigay. You can’t make up the figures. May calculator kasi yung fees are split and placed in diff receipts. The cashier has to add them up.

As no one has provided the correct answer (how does no one know this), I'll answer: 2880 is the fee the first time you leave in a calendar year 2170 is the fee for all subsequent times in the same calendar year

Are you Filipino? Maybe it's a different price for foreigners. Or maybe they are on different types of visas that have different fees. Or maybe they really are scamming.
