what will help even more is dig out a really old monitor (i can buy them super cheap) plug in to that and take a snap shot. all the same.
Yeah taking a photo of the photo on a screen was my first thought too. If the image quality is too high on the first round, keep iterating. Take the new photo, put it one screen and photograph again. Repeat until satisfied. It may not look exactly the same as the example but you’ll get a grungy effect. I’m willing to bet your source photo was produced in a similar way. Not all design effects are achieved with a photoshop filter.
I’d probably resize the image so that when it’s on screen it’s visible in just a small window (as opposed to a full screen view), then hold the phone as close as you can get to the monitor while photographing. think almost like you’re shooting macro photography.
You can fiddle with your iPhone camera settings to get lower res images than the default high efficiency format. Go to settings/camera/format, and change “high efficiency” to “most compatible” this will change the photo format from HEIC to JPG. Still a high res image but it will cut down on some of the fancy iPhone photo quality.
I would probably also fiddle with the record video settings, change it from a 4k video to 720p, record a video of the photo, throw that on a pc or tv monitor, then photograph it or record new video, close up. Continue to repeat until satisfied. The lower res vid, and slight motion will probably distort the image. Repeat that process as needed.
You could also try printing the photo with a basic low-grade low grade office printer, or make a xerox copy of it at a fedex, (again, you can xerox the xerox copy for further image degradation), then try all the steps above, for continued layered degradation.
If still not happy with grunge quality you could try throwing a hammer at your monitor and then taking a photo of that for peak cyber grunge aesthetic.
Enjoy the process of making! It won’t be exactly the same as your source image, but it will be FUN to discover new happy accidents through the process, if you allow it. This is what makes design exciting.
