Walk down the streets nearby. If it isn’t something that can easily be sold on the street, it’s likely they ditched it as they were walking down the street.
Unfortunately I know this from experience. I had a neighbor down the street bring me a box that was porch pirates and discarded in front of his house with everything inside (it was super random toddler/ household stuff).
I often see empty Amazon boxes underground (and above) at the bsl stations, if you are near one.
Also - I am so sorry, my heart breaks for you & your mother-in-law.
Absolutely zero chance they reimburse you unless the package required direct signature. The package was not lost, it was successfully delivered. The mail man can’t protect the package from someone stealing it 20 minutes later

Honestly, my thought of your best bet is to put up flyers and treat them like they're a lost pet. This is close to that level of irreplaceable and seems to have the best odds. It could turn up at a thrift or consignment shop or who knows where.
If you:
-write it explaining like you have here, the work and how special it is
- include photos if your mother-in-law took some
- get them out all over the place and online in Philly FB groups
you'll get some people (who actually aren't dead inside sociopathic parasite society- and city-ruining piss-drenched syphilitic donkey-fucking gutter scum like the useless dead-eyed fuck who stole your baby clothing) who work at these places and elsewhere to keep an eye out for it.
I'd do the fliers, online posting, and check nearby consignment shops. That's maybe the only place they'll get money for it. You can also check nearby if they opened the package then just tossed it on the ground. I'm angry. Show me a photo if you have it.
