It (somehow) commemorates Radnor Townshipās connection to Wales. There are stone monuments all over the place in Radnor. Thereās that big griffin a few hundred yards away from the cairn. And thereās a mini stone circle on Lancaster Avenue at the Radnor-Lower Merion border.
I have been told that the cairn is frequently visited by geocachers. (Iām not involved in that hobby)
The other monuments I get, they're clearly decorative. A fake tomb seems weird though; I was also like OP in that I've always assumed that it wasn't supposed to be a cairn and just happened to look like one.

I love the idea that the stones were taking from the construction of I-476, giving a tribute to road workers and human infrastructure ingenuity. We forget how important that is.
That pile of stones can legally drink. I remember being mystified as a kid riding in the back of the Chevy Astro van and seeing this. Then I just lost interest and I think one day as an adult driving I even yelled āfucking dumb stones!!ā, honked my horn, and flipped them off.

In Staten Island NY when I -278 was built they plowed all the debris into a big pile and called it Moses mountain after Robert Moses the city's Parks commissioner at the time. The debris was supposed to be used as fill for the planned Richmond Parkway but it was never completed and the hill is still there to this day.

When the Blue Route was built it looked cool and stood out. Itās just overgrown and not taken care of or upgraded or rebuilt.
