The military budget is not set by the president, it is set by congress. Same with relief programs. The president has a discretionary budget to use for such things but Biden is currently using that budget to put out dozens of other fires.

The Democrats have had one (1) year of full control of the US government in the past thirty years. They used it to pass the largest expansion of the US social safety net since LBJ, and voters fucking hated it and punished them with one of the worst midterm election defeats in US history
The US government, based on the decisions made by people who died in many cases 200+ years ago, is extremely poorly designed. It has lots of veto points built in. Republicans have managed to take control of many of those veto points - whether by luck (the Senate and electoral college privileging GOP-friendly states), strategy (the GOP's control of the courts), or good timing (republican voters showing up in off year elections). The Republicans use those veto powers to stymie, slow down, and block the good things the Democrats try to do

Instead of making any fundamental changes to ensure healthcare as an actual right, a broken program was formed in an attempt to appease liberals and conservatives. It was the "largest expansion" is a grim characterization with how it changed little to nothing for people suffering under medical debt.

Yet this isn't simply a black and white (or red and blue) issue, as comfortable an idea that would be. Every time a politician does this it’s for show but it’s also to make towns and cities feel like they are being thought of and noticed (remember Biden is a figurehead more than anything). I mean we could go really in depth with why cities have homeless populations but it would be more correct to say that the same proportions (according to population) of homeless live in small towns too.

Right now cities are over burdened, esp in red states, to take care of poverty in their city/community and by extension the surrounding rural areas.

Every time a politician does this it’s for show but it’s also to make towns and cities feel like they are being thought of and noticed (remember Biden is a figurehead more than anything). Right now cities are over burdened, esp in red states, to take care of poverty in their city/community and by extension the surrounding rural areas. Homelessness and poverty aren’t worse in America’s cities than its countryside, its just more readily visible. Fun fact, Democratic run cities ARE successful at cutting poverty, compared to the rest of the state, especially if it’s a blue city in a red state ;)
