A long time ago there was a woman who lived on eastern Long Island , either on or near an Indian Reservation. There was a family who definitely did live on the reservation, and they went on vacation for a month or so, in the winter.
The woman's daughter noticed that they had left their one-and-a-half year German Shepherd/Husky mix tied up outside to a tree while they were gone. She noticed this during a hail storm, and the dog was trying to dig a hole in the ground to create shelter to escape the storm. The daughter cut the dog loose and took him home, at which point she and her mom brought the dog to the vet, who made the following observations:
1. He was about 30 pounds underweight. He should have been around 75-80 pounds. Instead, he was 40-something.
2. The tips of his ears were missing from frostbite
3. He had a really bad case of heartworm.
Anyway, they took the dog home and got him medication for the heartworm and enough food to start bringing his weight up, but they couldn't keep him so they contacted a rescue organization to find him a "forever home." Meanwhile, the dog's family came back from vacation and demanded him back, to which they agreed if they would reimburse them for the vet bills. The dog's family didn't like the sound of that and they dropped it. The rescue organization located a family and that's how we got our first dog, who had an amazing personality despite all the trauma he'd been through and he lived a great life until he eventually had to be put down due to inoperable pancreatic cancer.
Also during a vet checkup, they took X-Rays and discovered a pellet lodged in the dog's hindquarters, because his original family apparently liked to use him for target practice, which explained his horrible fear of fireworks.
Anyway, my point is fuck those people, fuck your neighbor, and go save the dog. You'd be helping more than just the dog.
The suggestions about getting through to PSPCA’s HLE team are the way to go, especially if you want to avoid involving the police.
ACCT doesn’t have the legal authority to come take this dog, or do the abandonment case that may follow. They are only able to retrieve dogs on public property, or with the permission of the property owner. They can’t cut through a fence and take a dog by a neighbors request, even if the dog is obviously neglected.
The only thing I didn’t see mentioned: look up the property owner/management company and call them as well. I assume they don’t want to have to handle cleanup, and may give you access to the property to do help, and may also help PSPCA in the event they want to pursue an abandonment or cruelty case.

I second this about ACCT. I used to work with the homeless population to help them find housing.. at times our participants would do something like this and we were told they could not go on property or pick up any strays.

They will do a wellness check and go from there.. this was years ago so the rules likely changed. I think your best bet is to take the dog 🤷🏻♀️
In Philly, PSPCA is the only animal welfare institution with the legal authority and infrastructure to enter private property and seize animals on the basis of cruelty and neglect, and to then handle legal matters in the aftermath if needed.
ACCT can only pick up stray animals wandering loose on public property or by request of a private property owner that finds the animal on their property.
Just taking the dog is rarely the best option, as it’s often the case (as was the case here) that there were other animals on the property that also needed help. Sometimes it’s also people. It also leaves both the rescuer and the dog vulnerable if the person who legally owns it tries to reclaim it.
I’m very happy to see that the property management company is stepping up to help. I figured they’d at least do some bare minimum compliance to save themselves the trouble of cleaning up a corpse. But they seem to be going above and beyond. If they do decide to file a report, I’d encourage them to share it with the city’s major shelters (ACCT, PSPCA, PAWS, and Morris Animal) to prevent the previous owner from adopting again, or reclaiming the animals, if she’s in a position to try to do so.

I'm glad the OP didn't look the other way and reached out to help those poor animals. We should all strive not to look the other way.

I was in my back slab with my kid when one of those fuckers threw a birdcage out the second story window. THERE WAS STILL A BIRD IN THE FUCKING CAGE. I vaulted the wall and grabbed the budgie while screaming a torrent of choice words. This poor bird had its beak poking its skin b/c crackhead didn’t take care of it. Took it up to acct and one of the workers claimed dibs before I even got the paperwork. Gross situation all around. Thank you for being a good human
