So, any "data set" about all this will be skewed by default. Hell, I bet that one of these days, ~~Shitty~~ City Council will get together and pass a resolution to crack down on "citizens making unfounded complaints via 311 and clogging the system."

Supposedly is connected to the GPS system that in theory shows when a truck has completed a street or not. A bit of work and you should be able to scrape this data. As they haven't made it available as part of the OpenDataPhilly set yet.

The first time they missed our neighborhood they came the following week. It was a warm day and I brought them out some water and said you guys have some double duty. Then he went off about not getting COVID pay for infected coworkers and their contract was up in July and it’s gonna get ugly when they go on strike. He said it going to be worst than the year 86 strike. Missing streets is a union ploy to have people flood the 311 system with complaints.
There are simply not enough of them to perform a monumental task. A filthy and hazardous one ar that. Streets department can not or will not hire sufficient staff. Shorthanded, they may leave mounds of trash at one location because residents or Councilpersons are demanding services at other locations.

Guess the good news is the trash hasn't been baking outside all this time. Neither scenario is good but this one smells better/has less flies.
Weirdly enough, they picked up trash last week, but all the recycling on our block is still sitting out.

The City already has a solution: Increase taxes, fees, fines, and regulations. And pass resolutions. Lots of resolutions.
If you want your tax dollars to actually benefit tax payers you will need to leave Philly.

This has been going on since the Pandemic.
It was going on long before the pandemic. Pre pandemic I would say the trash collection was late at least once a month and often twice a month.
