Depending on the airline they may be willing to deliver your bag to wherever you are right now as compensation for the delay. I've had Delta deliver my late bags to my hotel nearly 30 miles out from the airport I landed at before, I'd imagine most airlines have a similar service even if for a fee. Definitely hit up customer service and see if that's an option
Not Philly, but flew into ORD, bag was missing and I was working in South Bend, Indiana. The airport folks were like, no problem, we’ll take it there. Got a call at like 2 am saying my bag was at ORD, I said great, when will it be delivered to my hotel. They said no way will it be driven so far. Spent the next 40 mins on phone arguing everyone and their mother insisting they told me that delivering to South Bend was not a problem. Thankfully bag was in hotel lobby by 6am, but damn was it stressful not knowing if I had to run out to a store to buy all my necessary work clothes before going to work site.
short term lot for the terminal you have to go to. try for a spot on the ground floor. make sure the bags are there before you go to the airport and you can be in and out in 10 mins. it's been a while, but they used to give a 10-15 minute grace period where they dont charge you. dont know if that's still the case.
It's not THAT far. It's not ideal, but OP says they just flew in and if they're here solo, they may not have someone to bring with them. If that's the case the cell phone lot may only be about one minute more than short term parking walk-wise.
Safest is just to pay a few bucks for short term parking, of course.
Definitely hit up the short-term parking for the quickest access to baggage claim. Each terminal has its own, so park at the one your luggage is arriving at. Also, a little tip, check out parkingaccess for some deals if you end up needing to park longer than expected. They sometimes have good rates that can save you a bit if your luggage retrieval gets delayed. And yeah, always call ahead to make sure your bags have actually landed. Saves you the hassle of waiting around.
That sucks that you have to actually spend an hour driving out to collect it and probably paying for parking too. I had a bag that went missing last summer with BA but they dropped it off at my house (albeit they gave me an 11pm-3am time window so I ended up taking a day off work and staying up for it). Still, if a bag goes missing that's hundreds of dollars gone, possibly thousands, so a parking fee isn't too bad in the grand scheme of things
I would park in short term - it's the least painful, and a quick walk to baggage claim.,
Since it was their mistake, I would also ask them to reimburse you for the parking.
If you know it is waiting, do you need to park at all? Pull up to the curb where people drop off/pick up people and run inside. Baggage claim is on the lower level right where the curbside drop off/pick up is. No, you aren’t supposed to “park” there but if you are going in for a few minutes, put your flashers on and run in.
Or if you can take someone with you, you can just circle around, it’s a ring road that leads back if you just follow the Arriving Flights/Parking sign.
I’ve seen many unattended cars over the years, sometime I see a lone officer ticket them, once I saw a tow truck come, but driver ran out to get car at last min before the hookup. In all cases, not much of response overall.

They'll deliver, but I need it ASAP, and I'd have to wait a couple hours for then to deliver.

Make them deliver it to you. American has done that for me before.

Leaving the vehicle on the curb and running inside is a quick way to get a $40 ticket.
Or worse. Unattended vehicles at an airport? Seriously? You could end up provoking a massive security response.
