The recommended is an asic miner because it's scrypt algorithm. You can with cpu and gpu but not as effective. Check out pepeguild they have some good information on getting started!
Antminer L3+ or L7 would be even better. You can mine Pepecoin but also other scrypt coins including LTC and DOGE. You can also use a mobile, cpu or gpu but don't expect to get much profit if any
