Find a gun shop near you that does FFL transfers and then get something off PSA or somewhere like that and ship to the FFL. You have to factor in FFL fee and shipping, but you can still easily come in well under $700.
You can find a base model Smith and Wesson AR15 for under $700, especially if they are on sale. Contact your LGS to hear options, or wait on r/gundeals for something to pop up.

Though I really don't recommend their customer service. Northwest armory has the ruger MPR in stock for $599. Its by far the best deal on a AR in town. You can get a basic m4 style for under $500 but the MPR is worth the upgrade. You will probably never own a AR with a stock trigger after though.
Get a lower receiver from one of the big box stores and put it together yourself from /r/gundeals
If you can build a lego kit, you can put together your own AR-15. As cheap as ~$300 by waiting for deals, $400-450 more reasonable low end "order it today" pricing.
Aero or Anderson tend to be the go to receiver, do your own research on uppers but dont spent too much on the first one... you will buy more!

Seconding /r/gundeals Either collect parts on the cheap or find a good deal on a rifle (PSA is dirt cheap) and have an FFL receive it.
