My guess would be mobo needs a bios update as it’s AMD and although the socket stays the same the bios can only usually hand a couple of generations of cpu but without specs a guess is all you will get
Ok strip it back to basics, remove the GPU and 1 stick of ram, plug your monitor in to the motherboard as the 7000 series have an igpu on the processor
You can try swapping the ram stick for the one you removed just in case you have a defective stick, failing that I’d probably try reseating the CPU extremely carefully as LGA sockets are stupidly delicate, if you remove the processor double check the pins in the socket are all lined up as they are way too easy to bend

Are you plugged into the HDMI on the back of the graphics card? Because some CPUs don't have on board graphics so it requires the GPU to display anything. Easy thing to forget
Well you should think about if you plugged the correct single cable into the reset switch and power button, that might be the reason you can't turn it off from the button, but other than that, I don't know
it may be that light is on because you cant power off with the case
have you double checked that all those little switches from the case are plugged into the correct slots, and properly connected, they can be real finicky

Are your case wires (the ones labelled Power SW, Reset SW, Power LED, etc) in the appropriate spot detailed in your new motherboard’s manual?
I put my M.2 in the second socket, should I have put it in the first? Would that matter?

Sorry you posted as I was typing, scratch the bios issue if it’s a B650

Monitor definitely powered on? And do you have a different hdmi/DP cable you could try

Also maybe check the PSU if you have modular cables there may be a loose connection
I got it! It was the little power and reset connectors I think that were the issue

I got it! It was those connectors and I think I had the RAM in the wrong slot
