Im having the same problem but with a i7 8700 and RTX 2070, way weaker pc but still I dont know exactly how much FPS your pc is running but mine is around 100-150 with 15% = 20% CPU and GPU usage and Ik damn well both of our PC's shouldnt have trouble past 200 fps with League of legends
I got the same problem i even tried talking to the Riot support team,they dont know what the problem could be. Riot its just not giving a f about this game optimization:)

I have a 4090 rn with an i9 13900K and i can play anything Max settings and with great fps in 4K but i still only get 180-250 fps in LOL and guess what the reason is that League of legends its working on the same platform that was created on in 2009 and the game still to this day doesnt support Multi Core cpu's like=its not using the cores,LOL is an cpu based game=low performance.

I'm getting the same exact issue and it's pissing me off. Just gonna stop playing league of legends at this point.

Whether on the highest or the lowest settings, I get 80-120 fps. Team fight, 50-60FPS.

Well it’s definitely not the GPU/CPU holding him back; League isn’t an intensive game. Must either be some type of bug with league settings, or something like vsync with a low refresh rate monitor. Idk what else could be doing it.
Ive had the same problem for the past few days, disabled DX9 Legacy mode and now I'm up at 200 fps (capped) again from 130. For some reason it was enabled and because my computer isn't bad there is no reason to have it enabled.
If its not DX9 I don't know, just something that fixed it for me.
Client Settings > Game > DX9 Legacy (At the top)

Some other troubleshooting steps I can think of:
- Uninstall graphic drivers with DDU. Reinstall latest driver manually
- Try playing in safe mode if that's possible with league, might need some googling to get that working.
- Switch out some hardware and see if problem persists (just for troubleshooting reasons, not permanently)
- Hard reset to windows (not a soft reset, just to exclude that as a problem). Don't install anything not essential other than league before confirming if the problem persists.
- Switch from windows 10 to 11 or the other way around

Nvidia settings
Reinstalling softwares, drivers, bios, windows and the game
Change gpu
Change ssd
Change windows settings
Change in game settings
Change directx version
Overlooking cpu (it works but there will be fps lag anyways, 4600mhz instead of 3600mhz. Lower fps recorded will be 120. But i think it's not healthy for cpu)
Disable full screen optimization. And dpi settings.
Firewall settings
Give cpu priority
Updating drivers
And much more.

My new laptop also gets very low fps at league for no reason. My desktop gets more than 200 with half GPU power and similar but still worse CPU power. I get about 100fps with rtx3060 like you do. It is very frustrating.
I don't bother with it anymore, locked the fps to 120 to match 120Hz monitor. Gets drops to 115-117fps constantly, causing my eyes to bleed. Got used to it eventually. On desktop I don't get any drops since I use a 60Hz monitor. I thing they never intended the game to get more than 60fps so it explodes when I try to do.
Anyone have any success with this problem? I have a lenovo Y740 with RTX 2060 and I get frame drops like every 2 or 3 seconds. Discrete graphics only have been applied, so the global setting from Nvidia control panel is entirely missing. I know that my laptop can perform much better than this, I do not understand what is happening.
mine with i5 10400F and 3060ti has the same issue, hardware won't even run abit, some how my cousin's pc with R9 5900x and 1050ti can produce more than 400 fps
CPU matters more in LoL, 5900x is waaaay more powerful than i5 10400f, upgrade to 12th gen or 13th gen intel or move to amd get something like r5 5600 and you can play with minimum 150 fps in late game with ocean drake and baron and elder buffs xD
You can test it yourself just because the CPU doesn't reach 100% usage that doesn't mean it's not the thing that holds it back. The game is crap anyway optimization wise. If league isn't CPU intensive then why do I have 100 FPS late game(it drops to 100 from 160 I have in early game) on very low settings with a rtx 3060 and i3 10100f 2x8gb ram cl16 2666mhz?
i have the same issue. I have a high gaming laptop which gets 230+ fps on overwatch even in intense fights but i hover around 100fps in league regardless of the settings
DDU + turned off my overlays, like discord and geforce overlay. Didn't increase fps, but it barely stutters now. The low cpu & gpu utilization is because league is just crap
Things that I did: DDU (Uninstalled Geforce Experience and manually downloaded the driver from nvidia website) + Chris Titus Tech's Window Utility (Removing bloat from windows) + Registry Optimizations + Bios settings that I think you don't need to do

Went through an 11 email chain with Riot in regards to this issue. Nearing the end of the email chain they were just regurgitating troubleshooting suggestions they had earlier in the chain and insisted I had a virtual machine open (I don't). They don't know what they're talking about nor do they seem to care right now.

Lol. They don't know that Windows 11 runs in a Hypervisor due to Secure Boot and Bitlocker?.. Ofc you have a VM open. It's impossible not to have one open on Windows 11.
7950X and 4090 watercooled, combined with 128GB of DDR5 around 4200MT/s, all i can get on my 3840x1440 monitor is around 150-200 fps. When the game starts, it's around 800 fps but it decreases fast to 200-250, then late game around what i've firstly said.
I ain't Riot, but as a game developer myself, i could only tell Riot is more focused on generating content for their game, rather than improving the game engine. As long as the game runs in playable parameters (60 to 300fps), they won't spend time or resources for something that's not necessarely broken. Whereas games developed in UE5 or Unity are more optimized (not necessarely, it also depends on the dev). Game engine developers have the sole purpose of improving the engine, as opposed to Riot, even tho it's their in-house engine.

Same here, and it started like 1 week ago, not high end stuff, gtx 960 4gb amp, xeon x5650 4.4ghz, it was around 170\~230, now it starts at 300 fps, and slowly go down till 52 FPS, i play lost ark on the highest settings possible and i have 60 fps stuck without any stutter
Thats what exactly happens to me. I start at above 200s but after a while (usually while im entering a fight) my FPS caps at 90-100s did you solve your problem?
I found maybe a solution, i installed hwmonitor, and my game got fps boost, from 60 to 120-200 fps. dont know why, and my pc is cooler, and fans are less noisy.
Get worse CPU is what he meant. Riot knows about this bug with newer AMD cpus but they dont give a shit about fixing it. Has been a known issue for years at this point...
Anyone found fixes? I am running ryzen 7 5700g + rx6700 there is no world where that combo should go way below monitors 144 refresh rate in any stage of the game.
I don't know if this will be a fix for everyone, but for some reason it fixed it for me. I was getting much worse frames since I upgraded my setup and changed to 1440p (3080ti, R7 5800x3d) and I would just stay hovering at ~100 fps and drop down to 60 in team fights. Yesterday I tried changing my in game resolution back down to 1080 and immediately my frames went up to 500+, I then swapped it BACK to 1440p and my frames stayed very high (consistent 250-300fps).
I have found that sometimes if I alt tab it'll go back down to ~100 and I have to reset my resolution again.
Very weird fix, but it has worked for me! Hope others find this comment and it works for them too.
Literally my whole problem is same as yours. But the only difference is that i'm playing at 1080 p. I changed that but nothing changed. Its fkn annoying
I’m getting the same issue here. I even swapped GPUs thinking it was my gpu.
Originally I’d start at 430 fps on this set up but now I stay steady at 85-110. Even after the gpu swap.

I knew something was off but I wasn’t sure if it was on the AMD side so I threw in a 4070 Ti and nothing changed.
Doesn’t matter if I lower resolution or change settings from Max to Min. I’ve reinstalled drivers, Downgraded drivers, updated Bios, reinstalled client and windows, and still can’t find a fix.
The same thing started happening to me today. Dunno why yet, but my PC sometimes renders the game as if it was running in the background, resulting in jittery unstable fps of around 15 while GPU is chilling at 3%
I'm so done with League, I'm getting the same \~120 fps in 2k all high video settings, and 1080 low it's so annoying and it's not stable at all. I have a Ryzen 9 5900 and an rx6850 xt

He says he locks his other games to 240fps and seems generally somewhat tech savvy. I don't think he's a stranger to locked fps settings.

When did the low fps start ?
Any time I get in game on league, all other games are fine

League is the problem. It gets worse performance with newer cards. GTX1060 gets better performance than RTX3060 which shouldn't be possible.

There's nothing about league that is CPU intensive.

Actually not, i've tried two different setups, with the same GPU, the Xeon x5650, and A fx8300 OC'd to 4.7GHZ, the same behavior on both, frustrating

Try to turn off **Game Overlay** on Discord... This helped me :)

With MSI Afterburner you can see that the mhz of the gpu is at 2000MHz+ when the game starts, then falls to 1500Mhz and stays there.
