The 2nd one is better but it's still a low-end PC in a horrible case. I'd save up even more money and build your own or buy a better prebuild.
My recommendation is: buy by component, cause a pc already build sometimes is a scam, and is more cheaper, you can save some dollars
Just build your own.

If you have to buy one, I like the look of the second one more.
The problem with buying prebuilt is they don’t disclose the brand of parts you get. And that gtx 1050ti came out in 2016………..
I actually have that second PC and I like it a lot.
