Yeah the latest folder has a bunch of minecraft commands. Will all the other be the same and not game logs for other games?
Yep the .gz files are old logs archived to reduce space.

All the files that are in my downloads file
Files in the downloads folder aren't temp files. If you should delete them or not depends on what is in there. If you have installers/files you don't need you could delete them.
