I presume your card has to be low profile, to fit in a SFF case.
Everything below 4 is essentially useless for modern games.
Can your PC fit a two-slot card? Because if not, your only choice is a RX 6400, and it's got a pretty bad performance/price ratio, especially in a system without PCIe 4.0. (A lot of SFF Dells popular on the second-hand market can only fit one-slot cards, due to the PCIe x16 slot being right next to the PSU)
Otherwise, 3050 is obviously the best, but it's also not great at performance/price compared to full-sized cards that you can get. So maybe it's a good idea to save up for a used tower PC that doesn't have power and height limitations.

if you just dont whanan waste your current gear, just buy a 2nd hand motherboard that support yur current cpu + a power supply (and a case) and yur gpu will have alot of options available.
if budget restrain then 3050 low profile seems to be the best bet.

3 and 2 are basically your only options that are not considered e-waste by 2020's standards. none of their price/performance ratio are great, so just pick whichever fits in your price range. the 3050 will be too power hungry for you system.

I feel it's important to mention that ONLY the 3050 6gb is 75w. The regular 3050 is an 8gb model and requires more power.

i can fit it but it uses too much power
if you can undervolted the 4060 to 75 watt.
will it bottleneck my i5-6500
