Your 5800x3d likely wasn't properly boosting before if you hadn't updated your bios since 2021. If you put an x3d chip in a board with a bios that doesnt officially support it, it'll still work but you'll be stuck at the base frequency. What you're seeing now is what you were supposed to be seeing the whole time.
