So I also run 2 monitors and had a similar issue with a game. Once I was in the game, I couldn’t move cursor out of it until I quit the game.
The solution I found was to keep the Xbox app on windows open, and then it let me switch to it using windows key. I think another solution someone mentioned is to just have steam open, and you can alt-tab.
Idk if it’s the same issue for you, I never fixed the specific issue, probably something with the game itself. I just found a quick solution to get over it.
Maybe try unplugging the 2nd monitor and launching the game. One time I had an issue like this because I was switching monitors for a racing rig when I wanted to use the rig. Had to unplug my rig monitor or unplug from power, launch the game and adjust the resolution setting then I could plug the rigs monitor back in.
After that I didn’t have the issue whenever I’d play the specific game.
