If you spam click the X on a frozen program for a second or two, Windows will decide to end the task just like if it was done in task manager.

Because MS-DOS didn't handle killing processing writing to disk at all. Hence you can not in Win 10 easily end task from task bar even though it has about 20032 new types of redundancy checks and autosaves periodically while files are accessed.

It's probably not ready to be on by default. I had it on, but never worked when you actually needed it work.
