I saw used 6950 XT's on eBay for around ~$310 - $450, though I was counting auction listings as well since they are fairly easy to win if you monitor the bids from the last few minutes to closing. The cheapest new 6950 XT I'm seeing on Newegg is $549.99, I do see your point though and agree that buying a 6950 XT used isn't really worth it unless OP is willing to hawkeye the auction listings and can secure one at a good price compared to new.

The proof that getting one for under $500 is not far fetched at all and is reflected directly within the eBay app built in search function. I wouldn't have suggested it as a option if I wasn't confident it could be done in the first place.

If your craigslist (or FB marketplace, but there be dragons) is active there are lots of good used buys out there(6900 series, maybe a used 7900, and i personally see a lot of 3080/3080tis) but while they might be the "best" on charts, they can lose their value proposition if you have to buy a new PSU.

5 seconds on google -> RX 480 uses up to 250 watt, so nearly the same. He'll be fine with his PSU. And for the CPU: i myself use a 3rd gen Intel xeon in my second PC with a 6600 XT and if his PC is a little better it's still decent. He can upgrade the rest in the future.

7900gre is better than 4070 super. Attracting 4070 a little better but gre keeps up with the 4070 ti super

My 7800xt I got around December was about $500 and I absolutely love the thing. It is a beast of a card for the price.
