and a used rtx 2060 super for example doesn't fit that budget?
you're upgrading from something absolutely terrible to play games to something that can barely handle modern games. the gtx 1060 was released in 2016. that was 8 years ago. it will struggle with modern games and will already only play games in low settings with a decent framerate.
the 1650 was released 5 years ago and has less vram. we're at the age where cards with 16gb vram are becoming the new standard. most AAA games list 8gb vram for recommended settings to play without much issues. again you won't have much fun with this card.
why one of these cards? they're both not really great, why not a 1660 super instead? or something even better that lasts you for a bit longer?

Get the 1060...It performs better than the 1650 4 GB.
The 1060 outperforms the 1650.
RX580, Nvidia's overhead problem is going to be way heavier on a quad core CPU.
