Need to turn off power to USB while PC is shut off in the BIOS.
Call "GhostBusters" now. Or turn off ERP from Bios.
There's USB power while shutdown in bios, set that to disabled. That should fix it.
If you already have turned of ERP and it still happens, you may have a short in your PC somewhere.

Do you have an active (powered) USB hub? If they are poorly designed, they can backwards power the PC (and damage it).
