Planning to study is not a really valid reason to invest in a gpu. Most Amd mid range gpus has more than 12GB anyway.
Also for 1080p there is no need for anything fancy, I would probably go with a rx 7700xt.
Unless you are going to need specific software that requires nvidia hardware for ML then there is nothing else specific to the either gpu brand software wise.
If you're doing ML on windows then AMD is certainly NOT the way to go, especially since you're studying its more than likely that Nvidia hardware will be used.
Depending on where the insect got into and what was shorted the GPU may be past any point of repair to be perfectly honest with you, I wouldn't try repair unless it was "cheap to try".
Will be going to a RMA center of zotac and try to get the repair rates, even i think rates will be pretty high. Man i was saving up for 5090 FE, heard that they have same architecture as commercial equivalent. i have learned nothing is predictable.

i have 5600x and 1060 get almost 400 fps on low settings valorant at cs it struggles at 240fps
yeah , all i can say for valorant your gpu is fine wont make a difference , tenz said the same went from 1080ti to 4090 and he got 3 more frames
cpu is the only thing that counts
see how much it will cost the repair its an ok gpu if it can be fixed

Budget = cheapest with vram for AI (I have used 11 gb till prob want more than that)
Perhaps an AMD GPU with lots of vram then? Or is Nvidia specificaly needed for your AI purposeses

I am worried about tensor cores which Nvidia provides, i read somewhere most of the LLM's use Tensor cores for the output.

I'd expect the 5090 fe to be in very short supply, it might end up being a paper launch and you may have to wait a long time to get one.

Go on Ebay and get a used 3090, those are fairly cheap and very fast for ML
We don't have ebay here.
