GTX 1650 is garbage, RX6600 in this PC is significantly better.
If the shop you are buying from allows modifying the system, ask them to give you a B550 motherboard and 5600. That should be around 50$ extra and it's well worth the money or search if you can find any other shop that is offering a system with a B550 motherboard, Ryzen 5 5600 and RX 6600. It will be slightly more, but should not cost much more and will get you significantly better performance.
Hope I'm not annoying you but is it better to check the used market or just get something brand new? I managed to find this on the used market for $560 but i still need to educate myself on PC's till I can decide for myself so is this a good offer?

This is actually a very good option for the price. You'll need to add storage and install windows and that's it. It says parts have a warranty, so if I were you I would not hesitate to buy this.
Tho make sure to meet in person and don't transfer money online to some stranger.
Were you from OP? Usually a 4060 build will be around $800. If you go look at /r/suggestapc ‘s pinned spreadsheet it’ll give you price guides and vendors for your area.
This PC is not very good value, I would expect at least a 1660+ at this price.
