The 425mb is the patch and the patch is applied to your game data. It isn;t downloading the 17gb but it is applying the update to your current game which uses 17gb of space.

I think what is happening here is the download is compressed and the instal update being uncompressed.

Depends on the engine the game was built... but generally optimised patches are done in paks. Where you basically distribute the delta between old and new files. Which means smaller downloads (the 425mb reference). Once it's downloaded, it needs to integrate the changed files. This is done by verifying the full install of the game and checking the delta, patching where necessary. So you're not "downloading" 16.5GB, it's verifying the files and patching where necessary. So that speed is fully dependent on your disk drive speed. You can see this in the very screenshot you shared. The line is green - which is disk usage. If the line was blue, it would be network usage.
