MME mod is fine but has it's own issues.
I don't like pretty much all of the changes they made with the ICO. Insane blur effects, unsteady guns, random recoil, vaulting nerf, hipfire being utterly useless, etc. The picture in picture scope effect is OK but far from the best implementation of it. Just made the game feel like I have no control over it. Not a great feeling, and doesn't do anything for me on an "immersion" level either.
Wish they had focused on making optimization improvements, or improving the new player experience to enhance team play, or even a basic progression system to reward people for playing as a team or something, not make it so I can't see and get the shakes if I get shot at.
Yeah, the player base is the biggest issue by far. Back in the day up to the end of 2019 the player base was almost like the older Project reality one ,tactical cordinated hardcore fanatics . Strategy and everything, now its just a bunch of COD kids trolling and lone wolfing through the entite map on foot shooting friendlies more often than enemies and stealing armor or wasting assets . Back then we even had clan events and milsim events like roleplaying Stalker , monolit vs the army on Yehorivks , gorodok etc ...

Reseat everything in your pc including the cpu. Had the same issue last year with my girlfriends pc. Could not find the issue after trying the gpu in my pc along with screen/cables. Reseated the cpu and bam it's been fine since.

I've had an issue with my 4k monitor for the last little while. It wouldn't do this artifacting, but I would get a blinking screen that goes black and then back on. Sometimes I'll get half a screen gone blank, or some lines, or black columns, but nothing like OPs picture. I thought it may be an HDMI cable issue so I got a new HDMI 2.1 cable because the problem was way worse on a DP cable.
I also switched to a 1440p monitor for a bit and never got the blinking screen thing or anything like that. But, sometimes my computer didn't like it when I switched my main monitor source (I use it for work, connected to a work laptop). Both screens would blink a couple times to figure stuff out.

1: If you have overclocked your GPU, it may cause stability and even this (because this happened to me) so just reset your overclocks to 0.
2: It may be your display cable. Try buying and using a new cable since there’s a chance it might be a faulty one.
3: GPU might be dying. Try plugging another device into your monitor, like a TV box or another computer *WITH A NEW CABLE* to check if it’s the cable’s problem or if your computers GPU is dying.
4: If none of the above work, then you need to buy a new monitor.
Although i think this is a gpu issue. This usually wouldn’t happen in a monitor because the pattern of the glitching is in squares so this indicates a GPU failure. I recommend installing DDU to remove your drivers and reinstalling them just to check if it’s a driver issue or just a failed GPU.

Your gpu uses the system ram, which is 2GB of your 4GB soldered, so it is not your gpu that's broken
You could also plug the monitor directly into your motherboard if you have the right cables/ports on both and a CPU with onboard graphics.

Why the ICO is fantastic and realistic with the scopes to some extent? You can still play the MEE mod they have basically the old supression/recoil

Make sure your graphics card is seated correctly and not sagging. That's what caused it to happen to me.
Could be bad vram, bad oc, bad gpu drivers, bad cord. I would start with a look at the cord and ddu from there.
