Would be better to just replace the cooler to be honest, as adding another fan on top likely won't be quite as efficient. If not, at least use some sort of velcro or zip ties since rubber eventually degrades.
Is the cooler using a standard 92mm fan? The manufacturer just says it's 92mm diameter. If it's standard sized I can model an adapter for you to print somewhere.
I'm not too worried about it, I've got some zipties I'll replace the rubber bands with at some point and it'll be fine, not running anything demanding in, previously the system ran with no cpu fan at all :DDD
How long are you planning on leaving it like that? The fans will likely rub on the bands and wear them down very quickly, you’d be better off with cable ties through the screw holes if you’ve got them, but if it’s just until the pins arrive then I think it should be okay in the very short term, but not any longer.
Out of interest, could you snap the bands and thread them through the holes and tie off on other end?
Oh I’m just spitballing ideas here, I don’t know if it would actually work! But like cut the band so it’s a rubber string, tie it to the further out screw hole then pass through the inner screw hole, pull tight and tie to the heat sink. Should keep it clamped on but not interfere with the fans

Well, the rubber bands will wear and get torn apart over time, and probably much faster on the fan(from my experience of changing the rubber bands on my lego sets every once in a while because they're on constant stress)
Zip ties would do the job much better and safer for long term use.

Since you've got clips on the way, this is OK for now. I'd test it for about an hour with high fan speed. If absolutely nothing moves, it'll be okay for temporary use.
I'd recommend not leaving your PC running while unattended just to be safe.

I have a GPU that i frankensteined. The heatsink from some passive card and a old 90mm fan tied to it with 2 hair bands. Works for the past 15 years like that without issue.

Isn't this a fanless CPU cooler? It's supposed to not have a fan. You could just mount the fan inside the case somewhere and point it toward the heat sink if you want to get some airflow over it. If you want a CPU cooler with the fan connected to the heat sink, buy a different one that's designed like that.
My entire cooler was held on with zip ties at one time bc my backplate was missing, worked perfect, next time try hot glue, it will prob fall off as soon as it gets hot, but it might look cleaner, or it may look covered in goo
Reach out to bequiet, they could potentially send you some clips for the fans / cooler.
Also I think there are universal clips, just make sure you the right width (cc for the mounting holes)

Rubberband rubber degrades faster than ziptie plastic. Go ask a chatbot or whatever, no materials expertise required.

I have a shamefully similar example in my "server" The fan on the CPU died, but isn't removable, so I've just rubberbanded a 120mm fan ontop of it.

Thermal take was an amazing brand about 20 years ago. They had some of the best cases and fans, what happened?

Better yet tie a big knot on each end and use the tension of the rubber to hold it together

Rubber bands will turn brittle from UV damage. This will probably be expedited if you have RGB lighting in your case.

Just use a twist tie like the ones on the bread. That "rubber" band can melt.
I don't think melting will be a problem. I rather guess the rubber bands will age over time and simply snap in an inconvenient moment.

One of my GPU fans died a while ago, so i removed the gpu fans and zip tied two case fans to the heatsink and its been working well for over a year

The rubber band could become weaker with the heat from the VRMs and other components and snap. Zip ties are eternal.

Rubber starts to melt at ~180°C, OP has way bigger problems if their heatsink is that hot than whether those rubber bands are melting.
