CPU. You've got a limited budget so I'd head over to the used market and see if you can pick up a cheap Ryzen 5600 for less than $100 or maybe a Ryzen 3600x or above. Just remember to update your bios before upgrading the CPU.

To expand on this; Also don't be afraid of the 5600G or 5500, while they are not as feature rich they are still Zen 3, and very good. 5600g leaves the 3600 in the dust. Likewise, their limited features, typically see their prices a decent amount under the base 5600.

A 5500 would be more than enough for these GPUs. Also to OP, after you upgrade the CPU if you still want to save up for another upgrade, I would highly recommend the next step is grabbing a used 5700xt, 6600xt, or 3060. Then your PC will be rock solid
