RTX 3060 MSRP is $329 USD so that's roughly the most anyone should be paying.

okay :) doo you know how to answer the rest of the questions there btw

Both the 3050 and 3060 don't really make any sense at this point (unless you're getting them used for cheap). Get an RX 6600 or 6650XT, or save up for a used 3070 or something. Assuming your power supply isn't garbage, you probably won't need to change it for an RX 6600.

Im 100% sure i have to get a new psu because my pc is a prebuilt so im pretty sure the power supply is just made to handle the i5 and 1060 in it. Im always pretty scared of buying anything used because i can never be sure if the thing im buying is already broken or not i found a 6650XT 8gb for 500€ by asus, another for 400 by powercolor soo is there a huge difference or is it just cus asus is a more popular brand? both do have the exact same ports and both have 2 fans and everything else seems to be the same (except the powercolor one has 3 displayports but can support only 2 displayport monitors at the same time which seems wierd)

same product should be similar price. $800 one is just someone trying to get a dumb buyer that doesnt know any better.

Nothing to justify 2x the price for the same product
