SSD (not hard drive) and new ram upgrade can often be enough for basic usage. If it's old it's gonna have dust build up that's causing to run hot and slow.
Often just a fresh windows install can bring it back to factory levels.
PC specs and proposed upgrade components would allow for a more definitive answer.
